“Allow anonymous access to ftp://ftp.hostgatorreview.org” .. this is the default setting. And no harm to allow this.

For the second options, its adviced not to ticked on it. Not to allow anonymous user to upload files to your public_ftp folder. It can be security threat, uploaded illegal content like crack etc. So leave the “Allow anonymous uploads to ftp://ftp.hostgatorreview.org/incoming” option blanked.
